Decoration is its own department if your theatre has one. If not, it's negotiated between props and set or wardrobe. Deco may do lots including fixing seats, making curtains, upholstery, set deco, and a temporary set for rehearsals.
I can be found in Deco because I like working across departments.

This is another beautiful one, warm with song and Christmas cheer. We had about 5 hours to set up all the bottles and fill the walls with pictures and albums.
